Have they met the Busan commitment on aid transparency? No.

The Treasury Department administers a number of international programmes including technical assistance, debt relief and multilateral assistance as part of its mandate to maintain strong economic conditions, growth and stability for the U.S. domestically and internationally.

ANALYSIS

Achievements and progress
  • Treasury scores 58.1% in 2016 which is a rise from the ‘poor’ category to the high end of the ‘fair’ category.
  • Treasury is the most improved U.S. agency relative to the 2014 Index.
  • Since the 2015 U.S. Aid Transparency Review, ten new activity- level indicators have been added to the IATI Standard (actual dates; aid type; collaboration type; commitments; conditions; disbursements and expenditure; finance type; flow type; implementer; tied aid status) and four organisation-level indicators (annual report; audit; organisation strategy; procurement policy).
Challenges and room for improvement
  • Thirteen indicators are not published to the IATI Registry. Nine of these are not published including sub-national locations, MOUs, budget documents, activity budgets, budget identifier, results, and impact appraisals at the activity level and country strategies papers and disaggregated budgets at the organisation level.
  • For all U.S. agencies, aid data is published only quarterly to the IATI Registry.

RECOMMENDATIONS

  • Treasury should prioritise the publication of a complete organisation file to include country strategies in the IATI Standard.
  • Treasury should improve the comprehensiveness of its activity-level information published to the Registry.
  • Treasury should develop a plan for the internal use of its IATI data.
