OVERVIEW

Have they met the Busan commitment on aid transparency? No.

The UAE has been included for the first time in the 2016 Index. For the second consecutive time, the UAE was the biggest donor of foreign aid in 2014 according to the OECD-DAC (Development Assistance Committee). Initially scattered across more than forty units, foreign assistance delivery underwent significant changes. The Ministry of Cooperation and International Development merged with the Ministry of Foreign Affairs in February 2016, following a major cabinet reshuffle. MOFA maintains overall responsibility for setting policy, geographical and sectoral priorities, as well as for implementation and assessment of the impact of the country’s foreign aid programmes.

ANALYSIS

Challenges and room for improvement
  • While some documents at the organisation level are sometimes made available on the organisation’s website such as annual reports and country strategies, none of these are current or forward-looking documents.
  • The UAE has a Foreign Aid Tracking Website, which provides accessible information on its development projects across the world. However, it does not contain any current data.
  • In 2015, the UAE have been working to develop a new foreign assistance policy and to restructure the institutions responsible for aid delivery. The strategy is expected to be approved in the first half of 2016 and should put transparency and new reporting systems high on the agenda.

RECOMMENDATIONS

  • The UAE should publish timely, comprehensive and forward- looking information on its foreign assistance in a comparable and open format.
  • The UAE should work with the IATI Secretariat and start publishing both at the organisation and activity levels so that its flows are accurately represented.
  • It should update its data portal to include current activities.
