The Spanish Agency for International Cooperation and Development (AECID) is the lead agency responsible for Spanish development cooperation and is overseen by the Ministry of Foreign Affairs and Cooperation (MAEC).

ANALYSIS

Achievements and progress
  • Having made very strong progress during the period 2013-2014, Spain remains in the fair category for the 2016 Index despite a decline in its overall score.
  • It scores well on basic and classification indicators at the activity level, publishing all of these indicators in the IATI Standard with the exception of actual dates.
Challenges and room for improvement
  • Spain’s frequency of publication has dropped significantly from a monthly basis in 2015 to less than quarterly in 2016.
  • Spain does not publish a complete organisation file to the IATI Registry. While country strategies are always available in other formats, an organisation budget, a disaggregated budget and annual audits are not published anywhere.
  • None of the indicators published in other formats than in the IATI Standard are published in a machine-readable format. Activity performance indicators, with the exception of conditions, are not published at all.

RECOMMENDATIONS

  • Spain should aim to publish to the IATI Registry at least quarterly, if not monthly.
  • It should aim for full implementation of the IATI Standard, starting with the publication of an organisation file including budgetary information. It should then aim to publish more activity-level indicators to the IATI Registry.
  • Spain should update its aid portal to make current data available.
