The Index takes into account information published by the Norwegian Ministry of Foreign Affairs (MFA) and Norwegian Agency for Development Cooperation (Norad). The majority of Norwegian development assistance is administered by the MFA but most activity-level information is found on the Norad website.

ANALYSIS

Achievements and progress
  • Norway has begun implementation of the IATI Standard publishing information relating to fifteen activity-level indicators to the IATI Registry in December 2015. As a result Norway has moved into the ‘fair’ category from the ‘poor’ category.
  • Norway’s activity file includes all activity finance indicators barring the budget identifier, all classification indicators barring sub-national locations and all basic indicators with the exception of planned dates and contact details.
Challenges and room for improvement
  • Norway still does not publish a complete organisation file to the IATI Registry despite all fields being always published in non-IATI formats.
  • At the activity level contact details, evaluations, objectives and tenders are always published. Planned dates, sub-national locations, MoUs and results are published only sometimes and not in the IATI Standard. Budget documents, contracts, budget identifiers, impact appraisals and conditions are not published at all.

RECOMMENDATIONS

  • Norway should publish a complete organisation file to the IATI Registry and should publish at least three years forward-looking budgets and disaggregated budgets.
  • It should improve its activity level publication aiming for better coverage of all its activities and better comprehensiveness on the IATI Registry, in particular for activity related documents and performance information.
  • Norway should improve its frequency of publication to at least quarterly, if not monthly.
