OVERVIEW

Have they met the Busan commitment on aid transparency? No.

The International Monetary Fund (IMF) is one of the largest distributors of public funds for the promotion of economic growth and stability and poverty reduction. This is primarily in the form of the provision of balance of payment loans and technical assistance to its member countries.

ANALYSIS

Achievements and progress
  • Information is always published for twenty-seven indicators in non-IATI formats.
  • Activity performance information is always available.
  • Access to current projects and grant data is provided via the IMF data query tool. Detailed disaggregated data is available for free bulk export.
Challenges and room for improvement
  • The IMF does not publish in the IATI Standard.
  • Disaggregated budgets at country level for the next three years are not available.
  • Only seven of the twenty-two indicators scored on the basis of format are published in a machine-readable format.
  • At the activity level, unique identifiers, flow type, sub-national locations, tied aid status, contracts and budget identifiers are not published at all.
  • Data available via the IMF query tool is not published under an open licence.

RECOMMENDATIONS

  • The IMF should start publishing to the IATI Registry, beginning with the publication of an organisation file including three-year forward-looking and disaggregated budgets.
  • It should make all other indicators available in the same format.
  • The IMF should join the IATI working group for development finance institutions to learn from other IATI publishers.
