Have they met the Busan commitment on aid transparency? No.

France-AFD is a public agency and a development bank. It manages most French bilateral assistance and operates under the dual authority of MAEDI and MINEFI.

ANALYSIS

Achievements and progress
  • The AFD has made significant progress since 2013 and one of the biggest improvers, increasing its score by 28.9% points.
  • It is placed in the fair category, graduating from the poor category in 2014 and is the top ranking French agency in the 2016 Index.
  • The AFD has made good progress in making its data more accessible. Its new project database provides detailed disaggregated data and allows for the bulk export of data under an open licence.
Challenges and room for improvement
  • Information on evaluations and tenders are published, but not to the IATI Registry.
  • Information on forward-looking budgets, budget documents and contracts are not published at all while other items such as country strategies, results, impact appraisals and conditions are not consistently published.
  • The frequency of AFD’s publication to IATI has dropped from quarterly in the 2015 EU Aid Transparency Review to less than quarterly in the 2016 Index.

RECOMMENDATIONS

  • The AFD should increase the frequency of its IATI publication to at least quarterly, if not monthly.
  • It should publish a complete organisation file to IATI, including forward-looking budgets for three years ahead.
  • The AFD should improve the quality of its IATI publication so that it is comprehensive and consistent for evaluations and tenders, results and impact appraisals. In particular it should publish disaggregated budgetary data.
