OVERVIEW

Have they met the Busan commitment on aid transparency? No.

China published its first White Paper on its foreign aid policy in 2011 and a second White Paper in July 2014. According to this latest White Paper, China provided USD 14 bn of development cooperation in the 2010-2012 period. Of this, 36% was provided in the form of grants, 8% as interest-free loans and 56% as concessional loans. These white papers are amongst the limited sources of official information available on Chinese aid. China assumes presidency of the G20 in 2016.

ANALYSIS

Challenges and room for improvement
  • Since 2013, China’s score of 2.2% has remained unchanged, placing it at or near the bottom of the Index for the third consecutive year.
  • China scores on just one indicator – freedom of information legislation in the commitments category.
  • No comprehensive listing of all its projects is publicly available.
  • MOFCOM did not respond to requests for feedback on the survey.

RECOMMENDATIONS

  • China should publish timely, comprehensive and forward-looking information on its foreign assistance in a comparable and open format. The establishment of the Asian Infrastructure Investment Bank (AIIB), for which the Chinese Ministry of Finance will sit as the permanent chair of the Chief Negotiators’ Meetings, represents an opportunity for China to provide a complete picture of its development activities.
  • It should make its initiatives taken with partner countries to share China’s development cooperation data publicly available.
  • China should work with IATI to develop specific guidance for south-south providers on publishing to the IATI Standard and to ensure that south-south flows can be accurately represented.
