BTC is the Belgian Development Agency and executes the direct bilateral cooperation of Belgium with its partner countries. It supports about 200 development projects over 20 countries in Africa, Asia and Latin America.

ANALYSIS

Achievements and progress
  • Belgium has made significant progress since the 2014 Index, moving up two performance categories and achieving its best overall score. It is one of the most improving organisations since 2014.
  • Belgium made its first publication to the IATI Registry ahead of the 2015 EU Aid Transparency Review and is now providing data both at the organisation and activity levels.
  • Belgium has improved its IATI publication adding its organisation strategy and total budget for the next three years as well as three activity level indicators (contact details, objectives and conditions data).
Challenges and room for improvement
  • Despite most documents being available on the organisation’s website, Belgium does not publish a complete organisation file in the IATI Standard.
  • At the activity-level, contracts, budget documents, impact appraisals and the budget identifier are not published at all. Sub-national locations, Memoranda of Understanding, evaluations and results are not published consistently.
  • Belgium does not have a data portal that provides information on its current development projects.

RECOMMENDATIONS

  • Belgium should continue its efforts in publishing in the IATI Standard and complete its organisation file, including disaggregated budget in partner countries for the next three years. It should aim for quarterly publication, if not monthly.
  • Belgium should improve its publication on development activities, in particular activity-related documents and performance indicators.
  • Belgium should update its portal to make current data on its development activities available and more accessible to all stakeholders.
